Professor Peter Whelan presents his research in Canada
In Ottawa on 8 October 2017, Professor Whelan presented his research at the Annual Cartel Workshop of the International Competition Network, the virtual network of over 130 of the world’s authorities.
The 14th Annual Cartel Workshop was held at the Fairmont Château Laurier in Ottawa, Ontario, Canada between 4 and 6 October 2017. The theme of the conference was ‘Combatting Cartels in Public Procurement’.
Professor Whelan chaired and presented on a panel dedicated to the topic of individual sanctions for cartel activity. In particular, he used his published research: (a) to explain the theoretical basis for sanctions against individuals; (b) to explain the theoretical basis for criminal sanctions (custodial sentences) for individuals; and (c) to provide some detail on the challenges that exist regarding the imposition of cartel sanctions upon individuals as opposed to corporations. The other members of the panel were: Stephen Blake (Competition and Markets Authority, UK); Isabel López Gálvez (National Authority for Markets and Competition, Spain); and Maarten Schueler (The Netherlands Authority for Consumers and Markets).
The Annual Cartel Workshop is organised by the Cartel Working Group of the International Competition Network. The mandate of that Working Group is to address the challenges of anti-cartel enforcement, including the prevention, detection, investigation and punishment of cartel conduct.
