Professor Emeritus Clive Walker reappointed as Senior Special Adviser to the Independent Reviewer of Terrorism Legislation

Following the appointment of Jonathan Hall QC as the new Independent Reviewer of Terrorism Legislation, Professor Emeritus Clive Walker has been reappointed as Senior Special Adviser.

This appointment, which recognises Professor Walker's international eminence as a scholar on terrorism and the law, was first made by the Home Office in late 2011, and Professor Walker has served successive office holders, namely, Lord David Anderson QC and Max Hill QC.

The Independent Reviewer is appointed to report to the Home Office on the working and development of the highly controversial and sensitive legislative codes against terrorism.

The duties of the senior special adviser include keeping the Independent Reviewer informed of current legal developments and commenting on his drafts and submissions, as well as answering inquiries from the Independent Reviewer and the Home Office. A number of special major studies have also been undertaken:

•           Foreign Terrorists Fighters, 2016: The work appears in the Independent Reviewer’s Annual Report for 2015 (Home Office, London, 2016) Annex 2.

•           Proscription and financial listing, 2017: The work appears in the Independent Reviewer’s Annual Report for 2016 (Home Office, London, 2017) Annex 2.

•           Note on the definition of terrorism under the Terrorism Act 2000, Section 1, in the light of the Salisbury Incident: The work appears in the Independent Reviewer’s Annual Report for 2017 (Home Office, London, 2017) Annex 3
