The NHS will be one of the major EU related issues of the forthcoming General Election in May 2015. This paper addresses how EU law has affected social services provision generally in the EU. This analysis examines governance issues as well as the use of EU economic law (competition and procurement and internal market law) in the area of social services. It then takes as a case study the modernisation and reorganisation of the English NHS  and the role of introducing competition principles into the English NHS. The paper argues that the impact of EU law has been subtle, but not insignificant. The final part of the paper addresses the implications for competitive social services provision if/when the UK exits the EU.
